What it means for the owner
- Rebuilding of buildings or units is exempt from licence and notification, but not from inspection or the start-of-works notice (art. 6.º n.º 1 e), n.º 8, art. 80.º-A).
- The baseline is the último antecedente válido, the last valid and effective operation, or one that needed no title when it was done (art. 2.º r)).
- Rebuilding cannot be refused because of rules that came after the original building, as long as it creates or worsens no non-conformity or improves safety and health (art. 60.º n.º 2).
