What does fiscalização mean in Portugal?
Fiscalização is supervision of the works. The Civil Code lets the owner supervise at their own cost without disturbing the work, and supervising does not remove the owner's later rights over defects unless the owner expressly agreed to the work as executed.

What it means for the owner
- Separately, all urban operations, even exempt ones, are subject to municipal fiscalização, which checks only legal compliance, not convenience or technical choices (RJUE art. 93.º n.º 1 and n.º 2).
- Municipal inspectors can inspect a site without prior notice, but need a court warrant to enter a home without the occupier's consent (RJUE art. 95.º n.º 1 and n.º 3).
- The diretor de fiscalização de obra is jointly liable if works breach the licence (RJUE art. 100.º-A n.º 2).
